Imperial County Air Pollution Control District (ICAPCD)
Imperial County, located in southeastern California along the U.S.–Mexico border, is designated as a Serious nonattainment area for ozone under both the 2008 and 2015 National Ambient Air Quality Standards (NAAQS).
The county is also classified as nonattainment for PM10.
Under federal nonattainment New Source Review (NSR) requirements, new or modified major stationary sources in the county must obtain Emission Reduction Credits (ERCs) to offset any proposed increases in ozone precursor emissions, such as VOCs and NOx. For areas with a Serious nonattainment classification, the required offset ratio is 1.2 to 1. This means a facility proposing to emit 100 tons per year (tpy) of NOx must secure 120 tpy of NOx ERCs.

Reduction Credits (ERCs) with a permanent reduction of those emissions generating from a shutdown or installation of control technology or process change.
