Antelope Valley Air Quality Management District (AVAQMD)
The Antelope Valley region, located in northern Los Angeles County as well as San Bernadino County, is designated as a nonattainment area for ozone under both the 2008 and 2015 National Ambient Air Quality Standards (NAAQS).
It is classified as Severe nonattainment for ozone, requiring stricter emission control measures.
Under nonattainment New Source Review (NSR) requirements, new or modified major stationary sources must obtain Emission Reduction Credits (ERCs) to offset any proposed increases in ozone precursors, such as NOx and VOCs. For a Severe nonattainment classification, the required offset ratio is 1.3 to 1. For example, if a proposed facility emits 100 tons per year (tpy) of VOCs, it must secure 130 tpy of VOC ERCs.

Facilities that were emitting NOx, VOC, PM10 or SOx may be eligible to generate Emission Reduction Credits (ERCs) with a permanent reduction of those emissions generating from a shutdown or installation of control technology or process change.
