Arizona Department of Environmental Quality (ADEQ) - Yuma Nonattainment Area
The Arizona Department of Environmental Quality (ADEQ) regulates air quality in the Yuma ozone nonattainment area, which includes portions of Yuma County, located in the southwestern corner of the state along the U.S.–Mexico border
The Yuma area is designated as a Marginal nonattainment area for ozone under the 2015 National Ambient Air Quality Standards (NAAQS).
Under the federal nonattainment New Source Review (NSR) program, new or modified major stationary sources of ozone precursors—nitrogen oxides (NOx) and volatile organic compounds (VOC)—must obtain Emission Reduction Credits (ERCs) to fully offset proposed emissions increases. For a Marginal ozone nonattainment classification, the required offset ratio is 1.1 to 1. For example, a facility proposing to emit 100 tons per year (tpy) of NOx must obtain 110 tpy of NOx ERCs.

Facilities that were emitting NOx, VOC, PM10 or SOx may be eligible to generate Emission Reduction Credits (ERCs) with a permanent reduction of those emissions generating from a shutdown or installation of control technology or process change.
