San Luis Obispo County Air Pollution Control District (SLOAPCD)
The San Luis Obispo County Air Pollution Control District oversees air quality in San Luis Obispo County, located along California’s central coast. The region is designated as a Marginal nonattainment area for ozone under the 2008 and 2015 National Ambient Air Quality Standards (NAAQS). It is in attainment for most other criteria pollutants, including PM2.5 and PM10.
Under federal nonattainment New Source Review (NSR) rules, new or modified major stationary sources of ozone precursors—nitrogen oxides (NOx) and volatile organic compounds (VOC)—must obtain Emission Reduction Credits (ERCs) to offset proposed increases in emissions. For a Marginal nonattainment classification, the required offset ratio is 1.1 to 1. For example, a facility proposing to emit 100 tons per year (tpy) of VOCs would need to obtain 110 tpy of VOC ERCs.

Facilities that were emitting NOx, VOC, PM10 or SOx may be eligible to generate Emission Reduction Credits (ERCs) with a permanent reduction of those emissions generating from a shutdown or installation of control technology or process change.
