Mojave Desert Air Quality Management District (MDAQMD)

The Mojave Desert Air Quality Management District covers desert portions of San Bernardino County and Riverside County in Southern California.

This region is designated as a Severe nonattainment area for ozone under the 2008 and 2015 National Ambient Air Quality Standards (NAAQS).

As required under nonattainment New Source Review (NSR), new or modified major stationary sources of ozone precursors (NOx and VOCs) must obtain Emission Reduction Credits (ERCs) to offset proposed emissions. For a Severe nonattainment classification, the required offset ratio is 1.3 to 1. For instance, a project proposing 100 tons per year (tpy) of NOx emissions must secure 130 tpy of NOx ERCs.

Facilities that were emitting NOx, VOC, PM10 or SOx may be eligible to generate Emission Reduction Credits (ERCs) with a permanent reduction of those emissions generating from a shutdown or installation of control technology or process change.
