Louisiana Department of Environmental Quality (LDEQ) - Baton Rouge Area
The Louisiana Department of Environmental Quality (LDEQ) oversees air quality for the Baton Rouge area, which includes Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge Parishes.
This area is currently designated at for ozone under the 2008 and 2015 National Ambient Air Quality Standards (NAAQS) and was previously designated as Marginal under the 2015 ozone standard. The state does maintain a requirement for Emission Reduction Credits.
New or modified major stationary sources of ozone precursors—nitrogen oxides (NOx) and volatile organic compounds (VOC)—must obtain Emission Reduction Credits (ERCs) to offset proposed emission increases. The required offset ratio is 1 to 1. For instance, a facility proposing 120 tons per year (tpy) of VOC emissions must obtain 120 tpy of VOC ERCs.
